Product Version = NetBeans IDE 7.3 Beta 2 (Build 201211062253)
Operating System = Windows 8 version 6.2 running on x86
Java; VM; Vendor = 1.7.0_11
Runtime = Java HotSpot(TM) Client VM 23.6-b04

Some plugins require plugin Module System API to be installed.
The plugin Module System API is requested in version >= 7.35 but only 7.34.1 was found.  The following plugin is affected:       Dark Nimbus Theme 
Some plugins require plugin Utilities API to be installed.
The plugin Utilities API is requested in version >= 8.29 but only 8.27.1 was found.  The following plugin is affected:       Dark Nimbus Theme

I think you have somehow mixed trunk builds & 7.3
