the new implementation of workspace switcher and
status area mean that they can be dragged around.
this is not ideal as it allows users to move two
things that need to be fixed in place.

two things need to happen:

1. fix these two things in place so they cannot be
dragged.

2. removed the texture area that indicates they
can be dragged.

I don't agree. Things you suggest in fact means that all new
functionality will be thrown away.
Half of users in this building *did* move with status line and
disabled workspace switcher, so functionality was useful for them. 

I feel this will need broader discussion, for me this is clear step
backwards.
