In one project group I have 12 projects open. Five of the twelve projects no longer allow access to the "properties" dialog. After restarting the ide, two of the five regained access and two others lost access. This is true for the version below.

Java: 1.7.0_05; Java HotSpot(TM) Client VM 23.1-b03
Runtime: Java(TM) SE Runtime Environment 1.7.0_05-b06
System: Linux version 3.4.9-2.fc16.x86_64 running on i386; UTF-8; en_US (nb)
User directory: /home/toddb/.netbeans/dev
Cache directory: /home/toddb/.cache/netbeans/dev

If I switch back to the earlier ide version below, all projects have access to the properties dialog.

Ok, so call it a sighting... Switching back again to the newer version, all projects now have access to the properties dialog.
