Scenario:
- Open project
- Open java file
- Move cursor on some class name and press Ctrl+B
==> cursor jumps on class declaration
- Move cursor on some class name and press "Navigate|Go to Declaration" main menu item
==> no any changes

It should be resolved by issue #219979.
