I would like to propose that all HOW-TO documents are in a clearly identified 
HOW-TO directory.

In the www modules, all HOW-TO documents are in the articles directory. In that 
directory we have subdirectories like 'FAQ' to clearly identify the nature of 
the documents. Why no do the same with HOW-TO.

With the new "doclisting" procedure, any html file, anywhere, can be 
marked as a HOWTO.  So html files on any module website can be marked 
as HOWTOs.  Its obviously not possible to collect them into one dir.

However, all HOWTOs on the www site will actually move into a howto/
dir in the new website design, which is due to go live very soon :-)
