Currently the win32text extension is used to translate NL -> CRNL in nb.org Hg checkouts. This is deprecated; the eol extension (configured in .hgeol) is recommended.

Last I checked it was not possible to switch trivially because of the configuration of what is a text file: win32text by default treats every file with no 0x00 byte (NUL) as text, everything with 0x00 as binary, which works fine for us. But eol.hook does not seem to automatic skip over binary files. That would have to be fixed in Hg before we could use it.
