If you customize installer and select to install tomcat 7.0.27 server, the server is shown in servers list only after javaEE is activated, or by creating a new Java Web Project, or trying to install the apparently missing tomcat server.

During the installation tomcat is registered for J2EE support. If that support is not activated, then it makes sense it's not displayed in the list. Simply activate the J2EE support or do not install Features On Demand.
