Select an explorer node and hit shift-F10 to bring up its context menu.  Now, 
use the up and down arrow keys to scroll through it.  In Win2K, the focus is 
still on the explorer window, so you scroll through the context menu options 
for the window rather than for the node.

It's known issue (see issue 17958)

Work arround:
- after invoking popup , hit Tab to get focus on popup.
