I'm fan of XML Catalog but I would like extend current calog information
(Public ID, location of calog) of original System ID and optional comment.

Then the catalog can serve as DTD cache (user not to know where local copy is
stored). And editor can complete System ID in DOCTYPE according to Public ID.
It makes document independent on XML catalog and allowed move out the document
from IDE.

What about new NetBeans proprietary attributes:

<public publicId="whatever" uri="file:/etc/catalog.xml"
nbc:systemId="http://w3.org/dtd/x.dtd" nbc:comment="Short comment" />

We can also submit it as XML Catalog format enhancement.
