The messages in the Open Project Warning dialog assume that either you are opening a project, so which project is implied, or that when you start the ide, only one project was open in the previous project.

Follow the setup for bug #209966 and note that the dialog does not name the project.

No messages now appears at IDE re-start, but project is marked as broken.
And item is available in context menu, that allows to repair it by choosing if user wants to open newer version project or not.
