-forte installed from installer

If you quickly press button 'Update Center ...' in Welcome panel it's possible
that UCW opens twice.

1,I was able to reproduce it when I quickly click on the button in time when IDE
was busy for example  by mounting new filesystem after choosing file in 'New...'
wizard.

2, easier steps to reproduce :
-start with clean userdir
-quckly click twice on 'Update Center ...' in Welcome panel
-UCW appears twice

changing version.
I've just reproduced it in NB dev build 200202260100, so it's there
from NB3.3.1

Fixed in trunk.

Starting of wizard is now synchronized.
