Use case:
Edit code 
click debug button
compile / debug tabs all open in the top window 

Work around:
Edit code 
click on the bottom tab set
click debug button
compile / debug tabs all open in the correct section 


This regardless of the preference setting of Miscellaneous -> Appearance -> "New document opens text to active document tab"

This also happens regardless of the contents of the actual preference file
org/netbeans/core/windows.properties:editor.open.next.to.active=false

Note this has only happened since performing a fresh upgrade (ie not using update center) to 7.1.1 and importing my setting from 7.1

please attach a screen shot and reopen, thanks

menu 'window - reset windows' will most likely resolve this problem
