ManifestDataLoader, when creating a manifest from template, ought to
prepopulate the OpenIDE-Module-IDE-Dependencies tag with the IDE's
current version.

Target milestone was changed from '3.4' to TBD.

This is more important with things like autogenerated deps from old
modules.
