If you try to move down the first javadoc tag in a method using the Move Down button of the Auto Comment Tool, the comment simply overwrite the next one, so after releasing the button you end up with a duplicated first entry and you have lost your second entry.
Which JDK version did you use ?
I used the new SDK 1.4 released recently, on a GNU/Linux system. I compiled Netbeans myself, with a few minor changes in order to be able to compile on 1.4 (mainly uncommenting some existing lines in the code and adding some methods in order to implement interfaces which seem to have evolved since 1.3). I don't think these changes have anything to do with the problem, but of course I can provide them if you think so.
Just for record, delete actually does not work well too. Sometimes it deletes different tag then the selected one.
