When creating a custom refactoring script from within Inspect & Transform > Manage, once you close the "manage" dialog, it will not appear among the other items in the  "Single Inspection" combobox

Custom hints are also not visible in the hints tree in Tools->Options-> Editor-> Hints

Custom hints are not visible in editor hints. This is as designed. But original report is valid and reproducible p2.

Huh? And how can we use then?

There is simple workaround: just close the Inspect And Transform dialog and invoke it again. Hint should be there.
Or there is also another workflow.
Open Inspect and Refactor | Manage | Create new hint -> [Edit Script] ->Open in Editor - and now you can invoke Run File (Shift F6)
