If I need to add attachment when filing an issue,
I need to file the issue first and then go back to the same issue to add 
attachment (ading multiple attachment is still not visible )

Hence I need to submit the issue twice.
It would be better to make this sis one filing.

Please be reasonable - this is in no way a P1.  This is also the same
as part 2 of your earlier issue 19373.  I am going to "close" that 
part of that issue as a duplicate of this one; that issue stays open
to track part 1 of your report (multiple simultaneous attachments).

Collab - my guess is that this would be very non-trivial for IZ; if
that is the case, perhaps this could be put on the wish-list for 
Scarab ?  Or maybe Scarab already does this ?

According to our product management group yes, this is something we
will consider for Scarab (not for IZ).  I'm going to look into how
this works in Scarab.

functionality in Scarab.

This has been addressed in Scarab. We can verify or reopen 
if necessary when Scarab is set up for you.

We recently moved out from Collabnet's infrastructure
