This class was removed and it resulted in a CNFE is printed to console when
older settings is used. If this class is in any release it would be better to
put it back and change their deserialization to avoid this problem.

I haven't tested this with an older release (NetBeans3.3, FFJ3.0) so I am not
sure about priority.

Stubbed in the action class, and deprecated it.  No references
to it anywhere else.
