Wish I could tell the debugger to stop/break (I don't know what the terminology is) open NetBeans with debugger on the line that caused the Notice or Error or whatever.
A tick box in the options "Break On Error/Notice/Warning"

I'm not sure if XDebug supports this behaviour, but I think that it doesn't. Definitely not a defect with P2 priority. Changing to P3 Enhancement.
You may be correct.
seems to say that it will break on errors, but in that mode it won't break on normal breakpoints.

Now it's supported by xdebug. Maybe it's time to implement breakOnError
According to that bug report, you would just need to add these:
breakpoint_set -t exception -X Notice
breakpoint_set -t exception -X Warning
breakpoint_set -t exception -X Error
