The description is taken from Studio issue 7056862 that should be solved in NetBeans however: Desktop distribution is considered as a better alternative to VNC and X-forwarding. The mentioned solution only work when user is logged in. So it meets user's expectation to be logged in. At the same time if not logged in, then many things look counter-obvious

There is no way to solve this correctly in Studio, only in NetBeans. So I strongly believe it's a HR candidate.
