migrate to REST admin for 3.1 instances and later.

We did some investigation when we were working on GlassFish Tooling SDK. Unfortunately in GlassFish v3 REST does not implement all commands that are called using old asadmin interface. Also REST seems to be bit slower.

We will use REST with GlassFish v4 and cloud.
