When clicking on tools-> options I can not see options Dialog, This may have been as a result of some plugin that was migrated from previous Netbeans 6.8 version. When trying to open it again and viewving  IDE log all I see is WARNING [org.netbeans.api.options.OptionsDisplayer]: Options Dialog is opened

This is a duplicate of issue 197963, see also comment http://netbeans.org/bugzilla/show_bug.cgi?id=197963#c14 how to fix it in your IDE.
