Please update platform localization zip on the netbeans.org website. The platform localization zip contains localization JARs and ease multilingual Netbeans RCP application development.

For Netbeans 6.9:
http://netbeans.org/project_downloads/nblocalization/6.9/

Currently, no 'nb70_platform_l10n.zip' on
http://netbeans.org/project_downloads/nblocalization/7.0/

I checked and it works well,thank you very much. We have a ANT target which downloads this archive and merge it in the application zip distribution.
