The right pane of the tree editor doesn't resize to show all GUI components in 
the customizer displayed there. That means that when you select an element 
node, the element customizer appears in right pane, but the Up, Down, Remove, 
and Add buttons are off the screen. If user doesn't see the scroll bar at the 
bottom, they'll never know the buttons are there.

Solving as a part of more general bug.
