When user chooses external connection method for CVS in Generic VCS wizard, 
they have to go to Environment tab and set up a CVS_RSH variable by themselves. 
It's not clear at all that they need to do this, and I think that even if they 
don't, the filesystem mounts as if everything is ok. Can we set up the Profile 
tab so that if the user chooses external method (hopefully from a combo box 
rather than typing it in, see issue 19644) a field also appears in which they 
set the CVS_RSH variable?
