If you import the settings from an older version of netbeans then your toolbars are imported but the preference for small toolbar icons is not imported.

toolbar icon size preferences are part of window system layout (for historical reasons) which we don't import from previous versions.
fixing this minor issue would require a lot of resources which we don't have.
