NB 6.10-7.0beta1 has this issue.

1) Open NB, there are 2 tabs: Navigator, Projects (under Navigator)
2) Move Navigator above Projects
3) Exit
4) Open NB again. Projects under Navigator

Navigator above Projects == Projects under Navigator

So what's wrong with that?
