In the first panel of the Setup Wizard there you can configure the proxy. The 
checkbox is set to false by default and the textfields for Server name and port 
are disabled. This behaviour is different in the proxy setting dialog of 
autoupdate (menu Tools|Update Center..., button Proxy Configuration)- the 
checkbox will set to true automaticly when the textfield below is modified 
(it's nice). I think the user expects the unified behaviour for proxy 
configuring in IDE.
