Product Version = NetBeans IDE 6.9.1 (Build 201007282301)
Operating System = Windows XP version 5.1 running on x86
Java; VM; Vendor = 1.6.0_20
Runtime = Java HotSpot(TM) Client VM 16.3-b01

The Report Issue dialog for NetBeans 6.9.1 uses a version of 6.9 unless the reporter changes the combo box selection.

However, the content of the Description is correct.

The combo box should always default to the version running.  Particularly if the issue is being reported from within the IDE.
