In setup wizard modules listing or in some part of options
window, the term "Internationalization of Form", appears.
This message is not found in bundle.properties files
of form (I don't see it in other parts of netbeans or ffj
property files either).

This is P2 now since localization now happening for FFJ EA.

module was not present or installed in build that was used - when
module installed,
the message is obtained from correct file

Consistent use of the I18N keyword.
