according to download page, "Java" installer should bundle Tomcat. After downloading DMG and installing, no Tomcat was installed, and I haven't been asked about components/runtimes to install during installation process.

Tomcat is not installed by default. There is "Customize" button on one of the installation panels by clicking which you can enable tomcat installation.
