I am using NetBeans Dev 201005060200
With a java source file opened in the editor, when holding the control key and moving the mouse over the words in sourcecode, the tooltips are visible only for a fraction of a second, appear and disappear instantaneously without bean able to read the text from the tooltip.

I have just tried the same build on XP running in virtual box. Works ok here. Closing as incomplete and I am just asking some other people to try as well. Seems to work ok on OSX, Linux. If you are able to reliably reproduce we have to figure out what is the difference between your setup and ours.

We are able to reproduce here on XP with JDK 1.6.0_18. Re-opening the report.
