F8 is the JLF recommended short cut for give focus to splitter bar. IDE uses F8 for step over. We should have someother shortcut for giving focus to the splitter bar - suggested short cut - Alt F12. ref. - nbui posting - http://www.netbeans.org/servlets/ReadMsg?msgId=146966&listName=nbui
F8 doesn't work in Swing (and other shortcuts related to splitter pane seems to me don't work too), tested on JDK1.4rc (SwingSet). Could you fill a bug to JDK?
I will file against JDK .. but lets keep Alt F12 "free" to assign to this functionality when it appears ?

This seems pretty non-relevant in the new winsys; also, given that, for example, the editor is surrounded by splitter bars, how would you decide which one? It might be nice to have some UI for resizing windows with the keyboard (although one could argue that maximize is enough).
