Can't create Bpel Project if there is no any one open editors.

steps to reproduce:
1. start netbeans
2. close start page
3. invoke new project wizard
4. choose SOA -> Bpel Module -> press next -> press finish

the wizard is stucked in "opening project" stage

There is workaround - before creating Bpel Project open any file/editors.
