Steps to reproduce:

1. Install latest Beta (Apr 18 in my case).
2. Install all available plugins.

Plugin manager will note error about Editor library version.

Some plugins require plugin Editor Library to be installed.
The plugin Editor Library is requested in version >= 1.33 (release version 1) but only 2.8.1.10.2 (of release version different from 1) was found.

Module Code Coverage was removed from the Beta UC for NB 6.9 beta

I found out, removal of Code Coverage failed due to problem with connection to updates.netbeans.org

Yes, Code Coverage plugin is still there [1]. Can you give it another try today? Thanks!
