to reproduce:
-------------
1) have a taglibrary implemented as an external J2SE project, see: http://qa.netbeans.org/modules/webapps/promo-g/jspdebug/testProjects.zip
2) open the index.jsp
ERROR: the taglib with 'ttl' prefix is marked as an error but CC offers it correctly

Report from old NetBeans version. Due to code changes since it was reported likely not reproducible now. Feel free to reopen if happens in 8.0.2 or 8.1.
