It would be nice to have a checkbox under
Tools/Options/Miscellaneous/Spellchecker that disables the spellckecker
completely. It can currently be enabled/disabled disabling the module
completely, but it requires an ide restart.

A menu entry, keyboard shortcut and/or toolbar button or similar like in MS Word would be useful, so that spellchecking can be toggled quickly.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
