Product Version: NetBeans IDE 6.8 (Build 200912041610)
Java: 1.6.0_18; Java HotSpot(TM) Client VM 16.0-b13
System: Windows XP version 5.1 running on x86

The location of window is remembered on next launch if the window was not maximized at the time of exit. Exiting while windows is maximized results in Netbeans opening the window at primary monitor at next launch. The same thing happens if multiple windows (undocked) are open. 

Steps
1- Launch Netbeans 6.8
2- Undock several windows and distribute them to monitors
3a- Ensure all windows are maximized
3b- Ensure all windows are non-maximized
4- Exit Netbeans
5- Relaunch Netbeans
6a- All windows open on primary monitor
6b- Each window opens on the monitor which it was at previous launch
