The ImplementationProvider class is deprecated; but there is no public replacement: EditorImplementationProvider mentioned in @deprecated tag resides in a closed package.

The actual need is getting glyph gutter actions. This in turn is needed to delegate control to other actions (see code in java.editor/src/org/netbeans/modules/java/editor/overridden/IsOverriddenAnnotationAction.java,  cnd.navigation/src/org/netbeans/modules/cnd/navigation/overrides/OverrideAnnotationAction.java)

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
