This is against GlassFishESB v2.2.

Running CompApp project test cases produce the following output:

Jan 26, 2010 3:51:30 PM org.netbeans.modules.csl.core.LanguageRegistry readSfs
INFO: No CslPlugins folder

This doesn't affect test case result though.

Fixed in gfesbv23 (5376654fd3b9).

The info "No CslPlugins folder" does not appear in the server logs anymore.
This is verified to work correctly in CAPS 63 M5 build (20101103-1248).
This issue can be closed.
