Secondary options panels are not ordered by alphabetical order when positions are equals.

Practically this means that a series of subpanels with either no position or positions equal to zero are shown randomly.

It looks like ENCHANCEMENT. So changing "issue type". Please feel free to change it back in case if you are sure it is a bug and please provide the steps to reproduce.
