Select a breakpoint or watch and press Del.
You will get a dialog:

The Safely Delete refactoring cannot be applied in this context

it's as if the current context is the Projects view or something.

unable to reproduce, Ivan please recheck, probably was fixed some time ago

No longer reproducible for me either.
