New from Templat e has a series of panels for editing various aspects of your
class files before they are instantiated.  Ideally, a subset of New from
Template should be used for creating inner classes and the like, but barring
that, it would be better for consistency if at least the more powerful UI
(choosing what methods to override and so forth) were used for creating inner
classes - this looks like duplicate infrastructure.
