Debugger is not detected if it is in PATH not in toolchain directory

this bug appeared after the fix of the issue 175090.
there should be no null tools in the toolchains, for local configurations autocomplete does this job fine (creates empty
tools), for remote it is not done yet.

why is it about remote?
debugger is not found in "localhost" toolchains
