If a file is versioned (read-only) the convert to text option is disabled. The
only way to enable this option is by "checking out" the file. This should be
handled by leaving the menu option enabled and performing the "checkout"
automatically (like what happens when you edit a java file). Will this setting
be persistent ? How should the .nbattrs file be handled in a versioned file
system?

Yes, this is a problem with changing attributes of read-only files.
This was probably already reported.

Closing this as a duplicate of issue #17130. There was discussed the
workaround and proposed solution.
