Right now newly added verifiers see all verification requests just like old known verifiers. This is very confusing
because although it looks like they can give Go or NoGo to all plugins, in fact their votes won't be cast and this will
only work if the verification was requested after they became verifiers.

So, MyVerificationsPage.jsp should not display verifications which were closed before and the plugin verifier is not
assigned to them.
