Steps to reproduce:
- open Frame1
- switch to Editing workspace 
- View | Form Editor
- open Frame2
-> IDE switch to GUI Editing , in Form Editor Window are opened two Form
Designers (it's OK)
- switch to Editing workspace
-> Form Editor window contain just one opened Form Designer ( Frame1 ) !!!
