Some modules override their files and do not depend on each other Some modules conflict on the definition of position in
Menu/Window/Other: {org.netbeans.modules.cnd.navigation=1700, org.netbeans.modules.cnd.paralleladviser=1700,
org.netbeans.modules.css.visual/1=1700, org.netbeans.modules.java.navigation/1=1700,
org.netbeans.modules.javafx.editor=4707, org.netbeans.modules.javafx.navigation=1701}

I don't see any javafx module conflict:
javafx.editor=4707
javafx.navigation=1701

What does it conflict with?

Menu/Window/Other position should be the same for all modules (1700) 

Jarda, please correct me if I'm wrong

If this is problem in order of Menu/Window/Other, then yes, the position of this folder shall always be 1700.
