Steps to reproduce:

1. Refactor->Rename Java class from JDBCConfigSaver to JdbcConfigSaver.
2. Right-click package and select CVS->Commit.

Result:

The following is displayed in Files to Commit:

JdbcConfigSaver.java - Locally New - Add as Text
JdbcConfigSaver.java - Locally New - Add as Text

Haven't managed reproduce the issue. Most probably duplicate of #156031 because steps cause Exceptional behavior that
somehow bring cvs cache into inconsistent state.
