During debugging I have found that deserialization of JavaCompilerType causes
the system to create LocalFileSystem. In my opinion this is not necessary.
Especially because of the refresh that will be planned for such filesystem
everytime.

Bug I am not if this is bug or not.

JavaCompilerType was removed - this issue is no longer relevant.
