I just downloaded 6.7.1 and installed it without uninstalling 6.7 or the 6.7 plugins. During installation, no errors were reported; however, during first launch, a window identifying 4 separate plugins which could not be loaded was displayed. Following first launch, I looked at the IDE log and found a number of errors for items which couldn't be corrected. (See attached IDE log for more detail)

The visualweb cluster was installed in Apps/Netbeans-6.7. Then when you installed 6.7.1 it is missing in Apps/Netbeans-6.7.1. You have to install it again from Tools>Plugins. If you used Tools>Plugins>Updates in 6.7, then only new plugins were uploaded and everything worked smoothly.
If this is the case, then I believe this needs to be bumped to the installer team as an enhancement request to display a message during installation that the existing configuration is incompatible, or at least that the XXX modules will need to be re-installed. As it stands, displaying an error after a successful installation makes it look to the user like something is screwed up on their machine or with the installation and not that a plugin needs to be re-installed.
I don't know. But definitely not an issue in category import settings.
